Video Wall Tender UAE: How to Spec, Bid and Deliver a Screen That Survives Its First Summer
In the Gulf, video walls rarely fail because a pixel died. They fail because the pixel pitch was chosen for the wrong distance, the cabinet was never designed for 48°C, or nobody budgeted for calibration. All three decisions are locked in during the tender stage.

1. The problem shows up after award, not during the bid
There is a pattern that repeats across UAE projects. The winning bid comes in lowest. It uses a standard indoor cabinet on a semi-outdoor mall entrance or a glazed lobby wall. The first summer passes and the screen looks washed out by midday. By year three it is replaced.
The fault is rarely the panel. It is three gaps that exist in the bid itself:
1Pixel pitch never tied to viewing distance
The spec says "P2.5 indoor LED". It does not say the nearest permanent viewing position is 1.8 m away. Pitch is set by the closest viewer, not the average one.
2Heat, dust and humidity left unspecified
Ambient temperatures hold at 45–50°C through summer, with sand ingress and evening humidity above 80%. A spec that passes in London will age early in Sharjah.
3Calibration and spares treated as optional
Face calibration report, spare module pool, front-service access. These appear as "recommended" in most documents and become the largest maintenance cost after handover.
4The approval chain excluded from the programme
Structural loads, utility connection and municipality content approval. Miss one start date and the whole schedule slips, which is when penalty clauses activate.
2. What a UAE tender pack actually contains
Public procurement in the UAE runs at two levels. Federal tenders are published on the eTimad platform. Emirate-level and semi-government buyers — DEWA, RTA, Dubai Municipality, ADNOC, Abu Dhabi Department of Finance and others — run their own portals, but all of them require you to register as an approved supplier before you can even download the documents.
A video wall tender pack is four things, not one:

The technical and commercial envelopes must be submitted separately. That separation is a requirement of UAE procurement practice, not a preference: the technical file may not contain any pricing. Put a price sheet in the wrong envelope and the bid can be ruled non-responsive.
Three commercial details are routinely underestimated. A bid bond is required, typically 1–5% of contract value. If you win, it must be replaced by a performance bond within roughly 15 days. Both must be issued by a UAE-registered bank, unconditionally and payable on demand.
3. Pixel pitch: the number that sets your price
Pixel pitch is the distance between the centres of adjacent pixels, measured in millimetres. It decides two things at once: how much the wall costs, and how close a viewer can stand before the image falls apart.
Start from the minimum viewing distance — the closest place a person will regularly be. The reception desk 1.8 m from the wall. The front row of desks in the operations room. Go finer than you need and you pay for something nobody can see. Go coarser and the buyer notices on handover day.

4. The compliance page that decides whether your bid is read
The UAE enforces mandatory conformity assessment for imported electrical and electronic products, administered by MoIAT, the Ministry of Industry and Advanced Technology. ECAS certification is the route to market for low-voltage equipment, covering electrical safety, the UAE RoHS directive and the relevant IEC standards.
On top of product certification sits a second layer that most foreign bidders underestimate: project-level compliance. These items are not in any product catalogue, and each of them is checked line by line at handover.

That distinction matters commercially. An ECAS certificate and IEC test reports travel with the product and are reused in every bid. Structural calculations, electrical load coordination and municipality approval for publicly visible content do not — they are site-specific and they take weeks.
One parameter appears in UAE specifications more often than anywhere else: refresh rate. If the screen will ever be filmed — broadcast, press conference, operations room recording, a live-streamed launch — anything below 3,840Hz shows moiré and scan lines on camera. It is usually buried in a footnote of the tender document and enforced strictly at acceptance testing.
5. Why UAE specifications keep naming COB
COB, or chip-on-board, encapsulates the LED chips directly on the board under a single protective layer, instead of mounting individual lamps as SMD does. That structural difference maps neatly onto three conditions you find in the UAE.

Translated into actual UAE sites:
- Heat. The encapsulation layer doubles as a thermal path, lowering thermal resistance and slowing light decay during long high-brightness shifts.
- Humidity and sand. There are no lamp gaps for moisture or fine sand to enter through — the difference is most visible on sites within a few kilometres of the coast.
- Public reach. In malls, showrooms and lobbies, people stand close to the screen and sometimes touch it. A COB surface resists scratching and impact without losing a block of pixels.
- Fine pitch. Below P1.2, COB is effectively the default — "indoor COB P1.2 LED video wall" is now a category UAE buyers write into RFQs directly.
When a buyer writes COB into the specification, it is usually not about the technology label. It is about the maintenance budget: fewer dead pixels, less frequent cleaning, and single-point repair instead of module replacement.
6. A 20-week path from RFQ to first content
Projects in the Middle East slip because approval chains start late, not because hardware is slow. Put the five phases on one timeline and the parallel opportunities become obvious.

The single takeaway: start landlord, structural, electrical and content approvals before the quotation stage. Delivering in 12–14 weeks is entirely possible — provided those preconditions are cleared before the hardware order is placed. Stating that dependency in your programme is more convincing to an evaluator than promising an aggressive date.
7. Cost of ownership: the second purchase nobody budgets for
Take a 60 m² COB P2.5 wall running 1,200 nits average for 14 hours a day. Peak draw lands around 15–22 kW, averaging 8–12 kW across the day. Annual consumption is roughly 35,000–55,000 kWh. At DEWA's commercial tariff of about 38 fils/kWh, that is AED 13,000–21,000 a year — before HVAC compensation is added.

Three levers cut that bill, and all three belong in the specification. An ambient light sensor ties brightness to the room, dropping average draw by roughly half with no perceptible loss. Content scheduling keeps high-brightness material in peak hours and low-brightness content elsewhere. A night-time off window saves power and extends service life at the same time.
Now the maintenance side. In a climate-controlled indoor venue, a properly maintained wall reaches 80,000–110,000 hours to L70 — roughly 14–18 calendar years at 14 hours a day. A preventive maintenance contract priced at 6–9% of capex per year typically extends total life by around 30%. Put electricity and maintenance into a five-year model and the lowest opening price is rarely the cheapest option.
8. Seven things to write into the specification
1State the minimum viewing distance
Not just the pitch. Give the closest permanent viewing position and let bidders derive the parameters themselves.
2State the environment
Indoor, semi-outdoor or outdoor. Direct sun, distance from the coast, air conditioning. These three define the cabinet rating.
3Require front-service access
Especially for recessed or flush-mounted walls, where rear access is impossible.
4Put a spare pool in the commercial envelope
Buy spare modules at install. Downtime drops from weeks to hours.
5Demand a face calibration report
A physical report, not a datasheet. Colour drift at low brightness is the most common appearance complaint.
6Add a camera test
If the screen will be filmed, make refresh rate and moiré an acceptance test item.
For bidders, the matching move is to build a reusable UAE document set: ECAS file pack, IEC test reports, structural load template, electrical load table, front-service drawings, and an installation method statement that can go straight to a landlord for approval. Build it once and it serves every project in the Emirates.
9. ICV and local content: where a foreign manufacturer's score comes from
In-Country Value is administered by MoIAT and quantifies, from audited financial statements, how much economic value a company creates inside the UAE: local procurement, wages paid to UAE nationals, investment in local fixed assets and in-country manufacturing value.
For overseas COB manufacturers and integrators there are three realistic routes: form a consortium with a locally licensed EPC or integrator, establish an entity and accumulate genuine local spend and headcount, or localise the spare-parts warehouse and technical support. The third is the most overlooked and improves both the ICV score and after-sales response at the same time.
One structural caveat: free-zone licences are generally not accepted for mainland government contracts. Eligibility normally requires a trade licence for the relevant emirate, TRN registration and a local bank account. These are registration-period tasks — start them before you see the tender, not after.

Frequently asked questions
What documents does a UAE video wall tender normally require?
Typically a trade licence for the relevant emirate, TRN tax registration, supplier registration on the buyer's platform, technical datasheets and installation drawings, power and signal requirements, warranty and maintenance scope, CMS deployment details and training, product compliance files such as ECAS, IEC and RoHS, and a bid bond. Some government and semi-government buyers also require an ICV certificate. Foreign corporate documents usually need notarisation, attestation by the UAE embassy in the country of origin and MOFA legalisation.
What pixel pitch should I choose for a Dubai lobby or boardroom video wall?
Measure the minimum viewing distance first. Under 1.5 m, choose P1.2–P1.5. Between 2.5 m and 4 m, P2–P2.5 is the practical band. From 4 m to 6 m, P3–P4 performs well. For a mall atrium viewed at 6–10 m, P5–P6 is usually enough — put the saved budget into brightness and control system instead.
Is a COB LED display more durable than SMD in UAE heat and humidity?
Under equivalent conditions, yes. A COB module has a single protective encapsulation layer with no gaps between lamps, so moisture, sand and accidental contact struggle to damage the emitting surface. That same layer improves the thermal path, slowing light decay during long high-brightness duty. Those three characteristics line up exactly with Gulf heat, airborne sand and coastal humidity.
Is an ICV certificate mandatory for bidding?
Not for every tender, but major government and semi-government buyers now weight it in evaluation. Without a certificate, your ICV score is calculated as zero, which is a significant handicap under a price-plus-ICV formula. Some tender documents also set a minimum ICV threshold, and bids below it are rejected during pre-qualification.
How long does it take from order to a live screen?
A typical critical path runs about 20 weeks: site and landlord audit 2–4 weeks, engineering and approvals 4–8 weeks, production and customs clearance 4–10 weeks, installation 3–10 days, commissioning and handover 2–4 days. Production can run in parallel with approvals; installation cannot start before them. Compressing the whole programme to 12–14 weeks requires every precondition to be cleared before the hardware order is placed.
How bright should an outdoor or semi-outdoor video wall be?
A fully shaded interior is fine at 400–600 nits. A daylit lobby should start at 800 nits, with 1,200–2,000 nits preferred. Window-facing and semi-outdoor positions need 3,000 nits or more. A fully external facade generally requires 7,500–8,500 nits with IP66 front and IP65 rear ratings.
